Job Purpose:

The CTO will be responsible for establishing the organization’s technical vision and developing its technical strategy to support business development, according to the organization’s strategic direction and growth objectives. As the technical business person, the CTO will drive the organization towards the attainment of its full potential by strongly positioning its technical capabilities in the pursuit of new opportunities.

Essential Duties And Responsibilities for the Technical Officer Kenyan Job:

Strategic Innovation

  • Develop and/or define fundamental clinical and service delivery technologies offering clear competitive advantage for current and future business
  • Provide high quality technical assessments with a view of integrating the findings into an overall business and/or service delivery strategy
  • Monitor and evaluate new technologies in health and assess their potential to become new products or services
  • Utilize program data to identify, prioritize and recommend areas of potential funding or business opportunities and in addition, assist in initiating and implementing innovative approaches to improve clinical outcomes
  • Oversee the selection of grants, programs and research projects to ensure that they have the potential to add value to the organization
  • Develop and maintain a portfolio of innovative ideas and approaches that will form the cutting edge pool that the organization can routinely use to tee up business growth

Project Management

  • Participate in dashboard reviews of project clinical outcomes and utilize project data to prioritize clinical interventions
  • Assist in initiating and implementing innovative approaches to improve clinical outcomes
  • Draft and or review technical and periodic reports with an emphasis on accuracy, quality of content and timely submission
  • Provide technical leadership and manage project implementation (improvement specialists) teams
  • Develop content and schedule for continuous medical education sessions for technical staff and provide training and mentorship to the team, with a cascade to facility approach
  • Participate in the recruitment, onboarding and supervision of technical staff
  • Provide high level technical support to other projects across sister and affiliated organizations

External Relationships

  • Present relevant findings from assessments and outcome exercise to donors, partners, the Ministry of Health and any other relevant stakeholders
  • Maintain relationships with relevant clinical and technical stakeholders: National committees, PEPFAR implementing partners, The US Government and other technical partners
  • Participate in leadership / management meetings
  • Ensure interaction cuts across ; government , academia , professional bodies , corporates and so is participation and enrolment
  • Where necessary, originate and develop publications for dissemination in various fora

Chief Technical Officer Qualifications:

Experience, Competencies, Skills and Education

  • An experienced clinician with appropriate industry experience preferably one who has worked at high levels in leadership roles in reputable organizations
  • Must have a good understanding of the public health environment and health policy issues and process in Kenya with a bias to HIV/AIDS, other Infectious Diseases and Health Systems
  • A forward-thinking and creative individual with strong information management capability
  • A strategic visionary with sound technical skills, analytical ability, good judgment and responsible risk taking attitude
  • An individual who is able to inspire, motivate and derive results from individuals
  • Must possess impeccable writing skills including development of proposals
  • A strong communicator with excellent negotiation skills
  • Ability to make effective and persuasive speeches and presentations to external stakeholders
  • Bachelor of Medicine and Bachelor of Surgery degree (MBChB)
  • Masters of Medicine in Internal Medicine degree or equivalent (MMed – Internal Medicine or Paediatrics) Masters in Public Health (MPH), Health Policy and Epidemiology training from a recognized university is an added advantage
  • Registration as a Physician or Paediatrician with the Kenya Medical Practitioners’ and Dentists’ Board with a valid practice license
  • Minimum 5 years’ experience in HIV service provision/management and other disease areas
  • Maternal Neonatal and Child Health (MNCH) experience is an added advantage
  • Exposure to and or experience in a competitive business environment including a business qualification (MBA, Executive Training or Business Diploma) offers a significant advantage
